Allen County Court Record Requests
Dina L. Morrison, Clerk of the District Court, is the principal Allen County custodian for district case files. Start with Kansas CaseSearch for eligible public case information. If a public document is absent online, use the courthouse terminal or ask the Room B clerk whether it is converted, not imaged, web-excluded, or restricted. Copies may be requested in person, by mail, or through the written Kansas Open Records Act process. Call 620-365-1425 or use dmorrison@31jd.org to confirm how to submit a request by email or fax.
- Identify Allen District Court or the issuing municipal court, then name the case and exact record.
- Use CaseSearch for orientation and the courthouse terminal for eligible public records missing from the web.
- Submit a specific written request by the clerk-confirmed channel, or visit Room B during court office hours.
- Choose email, mail, pickup, or fax delivery and state whether a plain or certified copy is needed.
- Review the estimate, pay any required charge, and retain the response and redaction notice.
Mail goes to Clerk of the District Court, 1 North Washington Avenue, Room B, Iola, KS 66749. Court-specific hours are Monday through Friday, 8:00 a.m. to noon and 1:00 to 4:30 p.m. Call before travel.
The public counter can also route a request for a calendar confirmation, certified document, or transcript. Bring the case number, desired document title and date, requester contact details, and the plain-or-certified choice. Email is useful for an administrative routing question, but it is not automatically a valid filing or formal request unless the clerk confirms the method.
Allen County KORA Form Fields
The Kansas court-record request form asks the requester to select a custodian, give contact and mailing details, describe the records, choose email, mail, pickup, or fax delivery, and sign a commercial-use certification. The custodian completes the estimated-cost box. It is a records request, not a case-search or payment form.
A strong Allen County request names the court, case number, document title, and approximate filing date. It also says plain or certified copy. “All records on a person” is too broad. A narrow request for a judgment, order, complaint, or public events index gives the clerk a workable target.
The form does not ask for a government identification number or a payment card. That does not guarantee identification will never be needed for a restricted, certified, or in-person transaction. Ask before sending private data. Keep a copy of the signed request and the clerk's response so the scope, estimate, and any redaction decision remain clear.
Kinds of Court Records
The Allen County District Court file can cover state criminal, traffic, regular civil, limited action, small claims, domestic relations, probate, juvenile, protection, guardianship, and related proceedings. Access varies by case and document type. Municipal ordinance records remain with the city clerk, and federal records belong to the federal courts.
- Public events indexes or registers of actions showing filed events and settings
- Pleadings, motions, answers, returns, and public attachments
- Orders, journal entries, judgments, and recorded dispositions
- Certified copies authenticated by the district court clerk
- Hearing transcripts requested through the court reporter process
An online event line is not the full document file. A transcript is also a separate product. It records spoken proceedings and requires the 31st Judicial District request process.
For a final outcome, ask for the judgment or disposition entry rather than relying on a hearing label. For proof in another official process, ask whether certification is required. For the words spoken at a hearing, request a transcript. Choosing the right product prevents a docket printout from being mistaken for a complete or authenticated record.
Allen County Custodian Boundaries
The Clerk of the District Court is not the Allen County Clerk, which is an administrative and election office. The district clerk keeps the state trial-court file. A municipal clerk keeps city ordinance records. Iola, Humboldt, Gas, La Harpe, and Moran therefore have separate local routes for municipal cases.
Iola publishes a municipal request form. Humboldt City Hall lists municipal court records as a service. Other inspected city sources direct the public to city contacts rather than a full docket portal. The issuing court named on the citation, complaint, or order is the best jurisdiction clue.
A federal filing follows a third path. Allen County is in the Fort Scott Division of the U.S. District Court for the District of Kansas, but no federal courthouse sits in Allen County.
The county clerk, district clerk, municipal clerk, and federal clerk may all use the word record, yet each holds a different body of material. Addressing the request to the correct custodian determines whether the office can locate, estimate, copy, and certify the document.
Court Records: What They Contain
A request should separate the events index from filed documents. The index is the dated sequence of case activity. The underlying file can contain pleadings, service returns, motions, orders, and judgments when public. A calendar only lists scheduled events and cannot replace either product.
| Case Number | Allen identifier, often AL-YYYY-XX-###### for newer cases. |
|---|---|
| Events Index | Chronological filings, actions, settings, and dispositions entered by the court. |
| Pleadings | Public petitions, complaints, answers, motions, and service records when available. |
| Orders and Judgments | Court rulings and final entries, subject to seal and redaction rules. |
| Participants and Court | Public party roles, attorneys, judge, case type, status, and hearing data. |
Allen Copies and Transcripts Differ
A plain copy reproduces a filed item. A certified copy adds clerk authentication for a use that calls for official proof. A transcript records spoken words and is prepared through a court reporter, not printed from CaseSearch. The 31st District transcript form asks for county, case number and caption, hearing dates, requester details, and preferred contact method.
The form gives no fixed price or turnaround. Ask whether the reporter has the proceeding, what deposit and rate apply, and whether electronic or mailed delivery is available. A screenshot, docket printout, and transcript are not interchangeable.
The request form asks for hearing dates because the reporter must identify the proceeding, not merely the case. If several hearings occurred, list each relevant date. Ask whether an original or copy is needed and how delivery will occur. The calendar may help locate a likely date, but clerk or reporter confirmation controls.
Copy Fees and Certification
K.S.A. 28-170 authorizes district court copying and certification fees. No current Allen County schedule was found on official local pages, so the Room B clerk must confirm the rate. Do not apply Iola's municipal rate to Allen District Court.
| Item | Amount |
|---|---|
| Kansas CaseSearch viewing | No per-search charge displayed |
| Allen district plain copy | Confirm current amount with clerk |
| Allen certification | Confirm current amount with clerk |
| Written KORA request | Custodian estimates cost |
| Iola municipal copy | $0.25 per copy page |

Allen Records Beyond State Court
The U.S. District Court for the District of Kansas keeps federal dockets through PACER and CM/ECF. Kansas CaseSearch does not search federal cases. A CourtListener RECAP result may help locate a contributed federal docket, but PACER or the federal clerk remains controlling.
The federal court image marks a different system and custodian. Allen state case numbers and federal division numbers should never be mixed in one request.
Access Rules for Court Records
Public access is governed by Kansas statutes, court rules, and case-specific orders. Some public records appear online. Others may be available only at the terminal due to age, conversion, or web limits. Nonpublic and sealed records remain unavailable through both public routes. Juvenile, adoption, protection, grand-jury, expunged, guardianship, mental-health, and family material can carry added restrictions.
Key Rules:
K.S.A. 45-221 supports withholding protected matter while releasing separable public portions.
Kansas Supreme Court Rule 22 governs portal, terminal, events-index, and nonpublic access.
K.S.A. 60-2617 supplies the good-cause process for sealing or redacting records.
When a copy is withheld, ask whether the cause is a seal, statutory restriction, web exclusion, conversion, missing image, another custodian, or an overbroad description. Request separable public portions where appropriate. The clerk cannot override an access order.
Redaction means protected details are masked while releasable material is provided. It can remove personal identifiers, sensitive addresses, or information protected by rule. A released copy may differ from a filed original without being incomplete in error. Do not try to reconstruct omitted values from another docket or calendar.
Allen Federal Record Search Aid
CourtListener RECAP is a mirror and search aid for federal records contributed from PACER.
Its coverage may be incomplete. Verify an Allen-related federal filing in PACER or with the District of Kansas clerk, just as an Allen District Court browser result should be verified with its originating clerk.
